Medicaid Updates: What Families Need to Know This Fall

As fall routines settle in, staying proactive about Medicaid (Medical Assistance) and Home and Community-Based Services (HCBS) waivers is essential for families supporting individuals with intellectual disabilities and autism. Between ongoing annual eligibility renewals, cost-of-living updates, and service planning adjustments, small oversights can lead to unexpected gaps in coverage.

Here is a breakdown of key updates, compliance reminders, and practical steps to keep your family member’s waiver services, daily support, and healthcare coverage fully protected this season.

1. Keep Your Contact Information Current on COMPASS

The Pennsylvania Department of Human Services (DHS) conducts annual redeterminations for all Medical Assistance recipients. If DHS cannot reach you via mail or email, coverage can be paused or closed automatically.

  • Check Your Address and Phone Number: Log into your COMPASS account to confirm your current physical address, mailing address, email, and phone number.

  • Watch Your Mailbox: Renewal packets arrive in official state envelopes labeled with return deadlines. Look out for yellow-striped envelopes or renewal notifications sent 30 to 60 days before your redetermination month.

  • Respond Promptly: Submit required forms and verification documents even if your household situation, diagnosis, or income has not changed.

2. Review Asset Limits and Protect Savings with PA ABLE

For adults with intellectual disabilities receiving waiver services, maintaining strict countable asset limits ($2,000 for standard individual Medicaid) remains mandatory to preserve coverage.

  • Monitor Excess Account Balances: Seasonal gifts, employment wages, or back payments from Supplemental Security Income (SSI) can unintentionally push bank accounts over the resource limit.

  • Leverage PA ABLE Accounts: Funds held in a qualified PA ABLE (Achieving a Better Life Experience) account grow tax-free and do not count toward the $2,000 Medicaid resource cap (up to $100,000 without affecting SSI). Directing excess funds into an ABLE account protects eligibility while saving for future housing, assistive technology, transportation, and health needs.

3. Align Fall ISP Meetings with Changing Daily Schedules

Fall often brings significant routine changes—whether an individual is shifting from summer programming to vocational training, starting supported employment, or adjusting community participation hours.

  • Update Your Individual Support Plan (ISP): Your annual or critical-revision ISP must reflect the exact support hours and provider authorizations currently needed.

  • Coordinate with Your Supports Coordinator (SC): If transport times, day program schedules, or behavioral support hours need adjustment, inform your SC immediately to avoid service authorization discrepancies.

  • Check Service Authorization Units: Confirm that the approved units under your Person/Family Directed Support (P/FDS), Community Living, or Consolidated Waiver match your provider's billing schedule for the upcoming months.

4. Review Direct Support Professional (DSP) Hours & Staffing Needs

Shorter daylight hours and upcoming holiday schedules frequently impact DSP coverage and family respite arrangements.

  • Plan Respite in Advance: If family caregivers anticipate holiday travel or need relief, ensure authorized respite units are intact and scheduled with your provider agency early.

  • Emergency Back-Up Planning: Confirm your provider’s emergency coverage protocol for weather-related service interruptions or direct care staff illness.

Fall Medicaid & Waiver Verification Checklist

Review and execute these concrete verification steps:

  • [ ] Log into COMPASS to verify mailing address, phone number, and household income documentation.

  • [ ] Check your family member's checking and savings account balances against the $2,000 asset limit; transfer excess funds to a PA ABLE account if necessary.

  • [ ] Verify that your assigned Supports Coordinator (SC) has your current email and emergency contact information on file.

  • [ ] Review current ISP authorizations with your service provider to ensure authorized units align with fall and winter schedule changes.

  • [ ] Confirm that your local County Office of Mental Health and Intellectual Disabilities (MH/ID) has an active, up-to-date PUNS (Prioritization of Urgency of Need for Services) form on file if awaiting service upgrades.
